I remember Phil from when I was dispatcher for the department from 1967 to 1972 then Animal Control officer till I left the department in 1980 and I always found Phil to be a Happy and carefree peson always with a smile on his face and a kind word to say. Never loosing his temper and getting mad at anyone for anything. He was a true gentleman inevery sence of the word. It was a grreat pleasure to kown him and I know the good Lord has him in Heaven now, May the good Lord also comfort the family in this time of stress and know that Phil is at peace with him.

  9. I served as the night watch commander at Gates PD for many years. When Phil worked nights, we often met at the town line at the Central Drive In. We would take turns on who brought the coffee and donuts. When I needed anything that involved assistance from Greece, Phil was the “go to guy”. He always went the extra mile. He was considered a dedicated professional by those of us who knew and worked with him. He was my friend. My heartfelt condolences to his family.

  10. One of the greatest men that I have known in my life was Phil. From standing in as my Dad at my wedding to countless hours of advice sitting in the garage having a cigarette. You were always just there when people needed you, for anything. My only regret is that I did not stop over to see you and Kathy as my life moved me out of Greece, I will carry that the rest of my days. Truly an honor to have known you all those years.

  11. I want to extend my sincere condolences to the Cubiotti Family for your loss. Phil was a good friend and proud to be with the Monroe County Sheriffs office. He will be missed, and I pray that God gives the Cubiotti Family strength to the overcome this challenge. God Bless

  13. Phil was a wonderful husband, father, grandfather, great-grandfather (he loved babies and children!), friend and fellow “out-law.”. I will sorely miss his wisdom – he was a patriarch to the family – and was always sought out for advice. Phil was someone to cherish and admire. He left a mark on everyone who was in his life.
